Rules and Regulations
Note: This information is from 2009. 2010 will likely be similar but please review the information carefully when it's posted as there will be some changes.
Rules and Conduct
- The prize List is based on rules of the current U.S. Equestrian Rule Book and any changes or
corrections of rules automatically become a part of this Prize List. Each participant in this show
is responsible for a knowledge of and is subject to the U.S. Equestrian rules.
- EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT U.S. EQUESTRIAN RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. U.S. Equestrian points are awarded in accordance with U.S. Equestrian rule IX, Article 905. Questions not covered by U.S. Equestrian rules shall be decided by the Show Committee and its decisions will be final.
- To be eligible for a Performance Championship class, a horse must have been entered, shown, and judged in at least one qualifying class in that division.
- Morgan Championship classes will not be stripped (Rule MO 108 applies).
- All appliances or devices, i.e., aerosol sprays, wired ears, etc., will be prohibited from the show grounds. The use of rubber or elastic, rope or similar material (except legal boots) attached in any way to the legs or hooves shall not be allowed on the show grounds at any time. The use of chains and other action devices must meet the criteria of the Horse Protection Act. Chains and rattles must weigh 60 oz. or less including fastener, and be of uniform size. No double, twisted, or dropped link chains will be permitted. Protective boots are allowed if they are of legal weight and configuration. You may not have more than one action device on at the same time, i.e., if you have a protective boot on you may not add chains or rattles.
- Disqualification: Any horse doctored in any way, artificially, improperly or unfairly prepared or tampered with before entering the show ring will be disqualified. If it is ascertained that any exhibitor has made or caused to be made, any false statement in regard to any animal or article exhibited, or if any exhibitor shall attempt to interfere with the judges in the performance of their duties, he or she shall be excluded from competing, or exhibiting. In case of any animal being disqualified, the winner of the next succeeding prize in the class shall take the prize that has been awarded to such disqualified animal and the lowest moneyed prize in the class shall go to the reserve number.
Drugs & Horse Health
- Exhibitors of horses will be subject to a drug testing fee of $17.00 (Drugs & Medications $7, USEF $5, and CA State $5) for each horse entered, and each horse will be subject to random testing to determine the presence of drugs that may alter the performance or disposition of the animal.
- The exhibitor shall advise the management of all drugs and medication administered to a horse within 72 hours prior to exhibition or competition. The name of the drug, its purpose, time and date of administration shall be presented to the horse show manager in writing before the beginning of the day’s performance. If the medication contains a prohibited substance, the horse must be withdrawn from competition for at least 24 hours after administration of the medication.
- Any exhibitor who violates the provisions of the Horse Drugging Law is subject to fine, suspension from exhibiting, and forfeiture of all winnings and prize monies.
- Horse Health Rules: Equines from other states must be accompanies by an official health certificate showing a negative test for Equine Infectious Anemia within 6 months prior to entry except nursing foals under 6 months accompanied by a negative dam.
Memberships & Certification
- U.S. Equestrian Membership Statement: Life, Senior Active and Junior Active members shall be Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lesee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. - All U.S. Equestrian members exhibiting at the show must provide evidence of U.S. Equestrian membership by sending a copy of their current U.S. Equestrian membership card with entries, or presenting card at the show office. If card is not available, member must complete an Affidavit of Membership and pay a fee of $5.00.
- Amateur Certification: Every rider or driver who has reached his/ her 18th birthday and competes in classes for amateurs must have a U.S. Equestrian Amateur Certification or must be eligible for and have made application for one with the show secretary at least one hour prior to riding in
Amateur classes. A fee of $30.00 shall be charged for each rider or driver for each Amateur Certification issued unless the applicant is a member of U.S. Equestrian, in which event no fee will be charged.
Entries
- Entries close March 25, 2010, after which a post entry penalty of $25 per horse will be charged at show.
- Properly signed by rider, trainer and owner, and in case of a minor, signed by parent or
guardian.
- Made on an entry blank provided by the show.
- Shows correct mailing address of owner.
- Signed by trainer.
- Shows complete description of horses.
- Includes U.S. Equestrian membership numbers or $20.00 non-member registration fee for each participant.
- Includes all additional membership numbers, U.S. Equestrian amateur numbers and birth dates of junior riders.
- Accompanied by a payment in full of ALL FEES.
- Care should be taken to enter each horse in its proper class. Exhibitors are responsible for their errors and those of their agents in making out entry blanks. In all cases, the description on the entry blank must fully identify the horse. The entry blank must contain the name of each horse regardless of whether the horse is entered in only equitation classes or in classes where only the
rider or handler is being judged. Misrepresentations of a horse’s name, eligibility for a class or any other information on the entry blank, or substitution without proper procedure for scratching and making a new entry for any horse shall result in the exhibitor’s forfeiture of any trophy or ribbon won, and subject exhibitor to further penalty.
- Morgan Horse Entries: Registration paper MUST be included. Horse must be entered under the names of the owner(s) or lessee(s) of record with U.S. Equestrian. Copy of registration papers showing recorded ownership or proof of lease must be submitted with entry.
- Saddlebred Horse Entries: Registration paper MUST be included. Horse must be entered
under the names of the owner(s) or lessee(s) of record with U.S. Equestrian. Copy of
registration papers showing recorded ownership or proof of lease must be submitted with entry.
- Hackney Pony Entries: Registration paper MUST be included. with U.S. Equestrian. Copy of
registration papers showing recorded ownership or proof of lease must be submitted with entry.
- Cancellation or Substitution of Entries: Exhibitors canceling their entries for any reason after
the official entry closing date shall forfeit entry and stall fees, however, some fees may be
refunded at the discretion of the Show Committee, provided the exhibitor has veterinarian’s
certificate of illness or injury. Where exhibitors, trainers, or stables wish to make a change in
entries in any class, they are required to follow the procedure of scratching the existing entry and
making a new entry with the horse show office. Such entries will be treated as post entries and
charged the appropriate fee.
Stalls
- Stabling facilities and availability: Stalls will be available Wednesday,- April 7. They should be vacated no later than 11:00 pm, Sunday- April 11th. Early arrivals and late departures will be required to pay a fee of $30.00 per day per stall. Contact and pay early arrival stall fees to the Del Mar Feed Store at (858) 509-5245. Stalls are permanent with doors.
- Stalls will be assigned by the show management.- Bill Hartman 951-317-9621. Exhibitor’s preference should be indicated on the entry form. Management will comply with the exhibitor’s selection when possible. No stalls will be assigned until payment for same has been made in full.
Grounds & Facilities
Arena Dimensions:
Main Arena: 317x 163 feet
San Diego Arena 125 x 225 feet
Durante Arena: 125 x 225 feet
Footing consists of natural soil and sand.
- Dogs must be on leash at all times. Absolutely no dogs allowed outside the barn area.
Motorized Vehicles
- Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition ground of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. Violations of this rule will be cause for sanctions against the parents(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s) and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from the rule. (GR1301.7)
The following items are stipulated in the 22nd District Agricultural Association Facility Rentals Rules and Regulations:
- Halogen lighting is not permitted.
- All needles and syringes must be deposited in designated disposal containers. Do not leave in stalls or throw away in trash receptacles. Violators will be fined $25 per occurrence. For the first offense the trainer and owner will be notified as well as the appropriate association. The second offense will disqualify the individual or horse and they will be asked to leave the show with no
refund.
- Shed row and stall lights must be turned off during the day. Licensee will be fined $100 per day for non-compliance.
- Placement of bark in aisle ways is prohibited. Any decorating materials; bark, flowers, sod, framing, etc., must be removed or Lessee will be charged an additional fee to remove and haul away. The minimum charge is $100 per violation.
- Parking: No vehicle may be parked in front of the barns or stable area at any time for any reason. All vehicles and trailers must be parked only in designated parking areas and display a Horse Show parking permit. RV’s must use designated parking area only. A charge will be made for RV parking. Please contact and pay Del Mar Feed Store 858-509-5245. Electrical hookups are limited.
- Food and beverages will be available on the show grounds.
- There will be NO BEDDING in your stalls. Stall bedding will be available on the grounds at reasonable and competitive prices. For shavings, contact the Del Mar Feed Store 858-509-5245.
Fines levied on MHCSDC by 22nd District Agricultural Association will be assessed to the individual owner, trainer, agent in violation of said rules.
Liability
- Golf carts are not allowed outside of the barn area and are NEVER allowed on the track, in the warm-up areas or in the arena area. All golf cart operators must be 18 years of age or older.
- Management reserves the right to refuse, accept conditionally, or to cancel entries of any exhibitor, as stated in U.S. Equestrian Rule XV.T.
- All entries are accepted with the understanding the Morgan Horse Club of San Diego County and the Del Mar Fairgrounds will not be held responsible for any loss, damage or injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the Show Committee but solely at the risk of the exhibitor who will be responsible for any loss, damage or injury to any person, animal or property occasioned by him/her and shall indemnify the Morgan Horse Club of San Diego County and the Del Mar Fairgrounds against any and all loss, damage and liability thus occasioned, including attorney fees which may be incurred as a result thereof. The submitting of an entry form to the Show Secretary shall constitute an acceptance by each person signing same of the provisions herein set forth.
- Management reserves the right to change or alter the officials listed without notice prior to or during the show.
- Sharps Disposal: Safe and proper sharps disposal (needles, syringes and other hazardous objects and materials) is the responsibility of individual stables. Containers are available throughout the stabling area.
Definitions
- Amateur: A person is an amateur for all competitions conducted under U.S. Equestrian rules who, after his/her 18th birthday, has not engaged in any activities which would make him/her a professional. (For definition of professional activities, see U.S. Equestrian Rule Book, Art. 808, Amateur Status.)
- First Year Green: A horse that has not shown in said division prior to January 1st of that year.
- Junior Exhibitor: An individual who has not reached his/her 18th birthday as of December 1st of the prior competition year. The age of an individual on December 1st will be maintained throughout the following competition year. Persons born on December 1st assume the greater age on that date.
- Junior Horse: A horse 4 years of age or younger.
- Limit: A horse or rider who has not won 6 or more blue ribbons in said division at any show.
- Novice: A horse or rider who has not won 3 or more blue ribbons in said division at any show.
- Maiden: A horse or rider who has not won a blue ribbon in said division at any show.
- Open: A class open to any horse or rider.
Entries close and must be received by March 25, 2010
